What film is this Longnailed woman from?

I recall watching a kids films that came out abbut 15 years ago, and this kid entered this tent within a cirus area, and there was this wonderfull woman with very long pointed red nails about 4 inches long.

Does anyone recall this US film?
I know its a hard one.

Lasty Patrick Duffy stared in Step by Step tv series in the 90s,
There was a girl that went to a dance that had about 2 inches rednails long.

I think the film might have been Frogs. It had Judith Ivey as an evil witch who turns a kid into a frog, and she had an amazing set of red nails. It's really the only thing that's jumping to mind right now, although it may not be what you're looking for.

No, it was a movie. A TV-movie, but still a movie. It wasn't a series.

I think it could of been disney, it was a kids film, 116 mins site says.

No, she's not in both. I think Frogs, the second film, is the only one she's in.

The second film in the "Neverending Story" series stars an actress (Clarissa Burt (http://www.clarissaburt.com/)) with long(ish) nails (they start out red, but change color a few times through the picture). It isn't really an ice castle, though (and there's almost absolutely NO reason to watch the film except for the nails, it's that bad) and the kids involved are two boys, not a boy and a girl. You might be thinking of one of the many movie versions of the fairy tale The Snow Queen (http://imdb.com/find?s=tt&q=snow+queen).
